Okay, I checked out the CVS version, edited the config file, ran make, make test contrib, and make install. 

I had two errors: 
>install: cannot stat `README-porting': No such file or directory

%touch README-porting
%make install
>install: cannot stat `epix.ebuild': No such file or directory

I'm not sure what epix.ebuild is, but I'll try making another empty file:
% touch epix.ebuild
and now make install works and elaps arcs.xp makes a nice picture.
