The way to verify this, by the way, is to run each elaps command manually
and see what fails. Create a short LaTeX file test.tex that includes the
file test.eepic, then do

epix semicirc.cpp test.eepic
latex test
dvips -o test.ps test.dvi
ps2epsi test.ps

From the error messages you received, the last step is the most likely
suspect.  :)
